Coordinated Project Review brings all the agencies to one table so they can review applications jointly.

The role of BIEAP and FREMP in Coordinated Project Review is to provide the forum for reviewing applications. The regulatory agencies have legal mandates to see that projects meet the requirements of our environmental laws.

Participation in Coordinated Project Review does not interfere in any way with the legislative jurisdiction of any of the partners, nor with the exercise by any partner agency or its officials of any right, power or obligation under any law, order or regulation.

Port Authorities – Mandated by the Canada Marine Act, port authorities are responsible for overseeing harbour development, and managing their port efficiently and cost-effectively. The port authorities are normally the primary contact for proponents. As required by the Canada Port Authority Environmental Assessment Regulations, port authorities have responsibilities for environmental assessment and project approval.

Canadian Coast Guard – The Coast Guard is concerned with matters relating to navigation and administers the Navigable Waters Protection Act. Their mandate includes marine safety, service and environmental protection.

Fisheries and Oceans Canada – Responsible for fish and fish habitat protection, Fisheries and Oceans must ensure compliance with the Fisheries Act. This federal agency has a strong, clear mandate to prevent the loss of fish habitat.

Environment Canada – The federal agency responsible for conserving and protecting all aspects of our environment: land, water, air and wildlife. With respect to project review, Environment Canada’s main responsibilities often relate to pollution prevention under the Fisheries Act. Other relevant laws include the Canadian Environmental Protection Act, Canadian Environmental Assessment Act, and the Migratory Birds Convention Act. The Canadian Wildlife Service is a part of Environment Canada.

BC Ministry of Water, Land and Air Protection – This provincial ministry considers the full range of environmental issues. The ministry is responsible for ensuring compliance with provincial legislation such as the Environmental Management Act, the Waste Management Act, the Water Act and the Wildlife Act, among others. This ministry used to be called the Ministry of Enviromnent, Lands and Parks (MELP).
