In this document, we use the term “tools” to refer to the laws (acts and regulations), policies, guidelines, best management practices and other resource materials that are available to aid proponents in designing their projects and preparing their project review applications.
The reason for assembling these tools is:
To help proponents prepare quality applications and move more efficiently through the review process.
The tools can help proponents by:
- Explaining the process of Coordinated Project Review, and
- Providing access to technical resources that relate to environmental issues.
Using the tools in the “Pre-review Phase” of Coordinated Project Review will help proponents and lead agencies provide the ports and regulatory agencies with the information they need to complete the review.
Early communications with the port authority (or other lead agency), BIEAP-FREMP and the regulatory agencies, and submitting a detailed application that properly describes a project and all of its design and mitigation features, means that an application can be processed as quickly as possible. However, with complex projects or incomplete applications, the port authority or a regulatory agency may require more detailed information about how a project will be carried out.
The tools help proponents, reviewers and others to reach a common understanding of Coordinated Project Review and share similar expectations of the review process.
