Track 1
Track 1 projects are projects that are screened by the Fraser River
Port Authority (FRPA) or by the North Fraser Port Authority (NFPA),
and not by the Fraser River Estuary Management Program (FREMP) Environmental
Review Committee (ERC).
Through considerable discussion between the ports and the environmental
agencies that make up the ERC (Fisheries and Oceans Canada, Environment
Canada and Ministry of Water, Land and Air Protection), all the
participants have agreed to the following criteria:
- Guidelines/Best
Management Practices (BMP's) are in place
- Adverse
effects on habitat (fish, wildlife, etc.) are unlikely
- Adverse
effects (environmental and related economic/social) are unlikely
- Little
public interest
- Listed

2008 Project List
1. 2008-01-F001 – Westshore (VFPA) Delta – Application to repair rip rap at Westshore Terminals at the Roberts Bank port facility. The work is similar to work done under ERC CPRs 200312F081 and 200501F003, except that it is much less extensive (2 areas requiring 900 cubic metres of rock in total compared to 14 areas in 2003 and 5000 cubic metres in 2005). VFPA is submitting this as a track 1 because of the reduced scope and because ERC advice for the indicated similar work is available. VFPA proposes releasing the schedule on or shortly after January 7, 2008 subject to ERC comments.
2. 2008-01-F002 – Ocean Fisheries (VFPA) Rmd – Application for a four (4) year maintenance dredging permit to dredge within the waterlot fronting 13140 Rice Mills Road, Richmond, BC. VFPA letter sent Jan. 18/08
3. 2008-01-F003 – Silver Challenger marine Eco Tours Ltd. (VFPA) Delta – Application for construction and tenure to moor commercial fishing vessels within the waterlot fronting 4781 River Road West, Delta, BC. VFPA letter sent Jan. 22/08.
4. 2008-01-F004 – City of New Westminster/ Royal Agricultural & Industrial (VFPA) New West – Application for maintenance dredging at the waterlot where the Samson V is moored within the New West Quay. VFPA letter sent Jan. 23/08.
5. 2008-01-F005 – Coastland Wood Industries/ FRPD (VFPA) Delta – Application for a 4-year dredging permit to conduct maintenance dredging within their site located in Annacis Channel. VFPA letter sent Jan. 17/08.#
6. 2008-01-F006 – Lafarge Canada (VFPA) Rmd – Application to replace a broken dolphin and install 2 new dolphins at their barge loading facility located in Richmond, BC. VFPA letter sent Jan. 23/08.
7. 2008-02-F007 – Wayden transportation Systems Inc. (VFPA) Delta – Application for an extension to the construction approval date for a barge/scow moorage facility located offshore of Coast Mountain in Delta. VFPA letter sent Jan. 21/08.
8. 2008-02-F008 – FRPA (VFPA) Surrey – Application for rip rap works and repairs to the upland area at S&R Sawmill’s log storage area in Parson’s Channel. VFPA letter sent Jan. 31/08.
9. 2008-02-F009 – VFPA (VFPA) Surry – Application to conduct maintenance dredging at Bishop’s Reach in Surrey. VFPA letter sent Feb. 1/08.
10. 2008-02-F010 – Harken Towing Co. Ltd. (VFPA) Pitt Meadows/ PoCo – Application to for an extension to the validity date of the Nov. 21/06 letter to drive five (5) steel piles and for a new log storage permit area at the Chatham Reach Middle Grounds. VFPA letter sent Feb. 4/08.
11. 2008-02-F011 – ConAgg Quarries Ltd. (VFPA) Pitt Meadows – Application for a 4-year maintenance dredging lease at the sight located on the Pitt River. The VFPA letter was sent out Feb. 25/08.
12. 2008-03-F012 – Terasen Gas/ Conetec Investigations Ltd. (VFPA New West) Delta – Application for drilling and a seismic investigation at Gravesend Reach on Tilbury Island. VFPA letter sent Mar. 5/08.
13. 2008-03-F013 – Pitt River Quarries Ltd. (VFPA-New West) Pitt Meadows – Application for maintenance dredging at the Pitt River Quarry on the Pitt River in Pitt Meadows, BC. The VFPA letter was sent Feb. 28/08.
14. 2008-05-B014 - Catalyst Paper Ltd (VFPA) Coquitlam - Application to conduct maintenance dredging fronting the existing wharf of their Barge Loading Facility located in Sapperton Channel. VFPA letter sent May 9/08. .
