FREMP > Partners > Port Metro Vancouver

Port Metro Vancouver is Canada's largest port. The Port’s mission is to lead the efficient and effective movement of cargo and passengers in a manner that supports Canadian growth and prosperity now and in the future. Focused on the operational needs of port users and a vision for long-term growth and competitiveness the Port also strives to operate in a socially, economically and environmentally responsible manner.

The Port’s jurisdiction covers nearly 600 kilometers of shoreline and extends from Point Roberts at the Canada/U.S. border through Burrard Inlet to Port Moody and Indian Arm, and from the mouth of the Fraser River, eastward to the Fraser Valley, north along the Pitt River to Pitt Lake, and includes the north and middle arms of the Fraser River. The Port is the most diversified in North America, with 28 deep-sea marine cargo terminals, 2 international cruise terminals and several domestic intermodal short sea shipping terminals. In Burrard Inlet, the majority of the waterfront industries and terminals are tenants of Port Metro Vancouver.

Port Metro Vancouver is responsible for the administration of marine traffic, including patrolling the river to ensure that marine transport regulations are being observed. It is also responsible for the management of land areas under its administration -- primarily along the tidal areas along the riverbanks.

Port Metro Vancouver operates under the Canada Marine Act, and is a responsible agency under the Canadian Environmental Assessment Act (CEAA).

Port Metro Vancouver and FREMP

The Port plays an active part on a variety of committees within FREMP, including the Partners Committee, the Management Committee, the Environmental Review Committee and other technical committees.

The North Fraser Port Authority (now Port Metro Vancouver) was an early supporter of incorporating environmental issues into their operations. In September 1988, the North Fraser Harbour Environmental Management Plan was signed by the Port and Fisheries and Oceans Canada. The purpose of the Plan was to facilitate a pro-active approach toward port development and environmental management. This included establishing a shoreline classification system to assist port administrators and habitat managers in maintaining an economically and environmentally viable harbour.

The Port developed a more detailed project review and assessment process, which was integrated with the FREMP coordinated project review procedures. The Port created a habitat compensation banking system to facilitate compensation for industrial, port, commercial, or recreational developments where on-site mitigation or compensation would be impractical or inadequate, and where off-site compensation would be considered acceptable. It also established a co-operative management program designed to make fish management and fish habitat concerns an integral component of port operations and development planning processes.
