Monitoring
the Estuary Management Plan: A Report on the Performance of FREMP
and its Partners
Since
1985, the Fraser River Estuary Management Program (FREMP) has been
coordinating decision making on conservation and development in
the estuary among more than 30 agencies representing federal, provincial
and local governments, port authorities and First Nations. Seven decision-making
authorities contribute resources and manage the FREMP partnership.
They are:

In
1994, partnering agencies adopted a coordinated plan for managing
the estuary's environment and sectors of the economy that depend
on the river for their success or survival. In 2001, FREMP produced
a monitoring report using a number of indicators. Organized to synchronize
with the six action areas of the original 1994 EMP, the monitoring
report reported on the performance of FREMP and its partners
in working towards achieving progress on the Plan's actions, goals
and vision.
The Estaury Management Plan was updated in 2003 to reflect changing policies and conditions on the river, with new actions developed to guide FREMP activities in the years ahead. The Plan committed FREMP partners to monitoring and reporting on progress using indicators and success measures.
FREMP has now updated the Monitoring Report on the Estuary Management Plan. The 2006 Monitoring Report contains eight indicators to measure progress in implementing the Plan, including on water quality, sediment removal from the estuary and recreational use of the shoreline. Most of these indicators are updated from 2001, allowing trends to be determined; one indicator on nutrients and metals in the water column was added to better reflect environmental conditions and public interest.
