Track 1 projects are projects that are screened by the Vancouver Port Authority (VPA), not the Burrard Environmental Review Committee (BERC).

Through considerable discussion between the VPA and the environmental agencies that make up BERC (Fisheries and Oceans Canada, Environment Canada and British Columbia Ministry of Water, Land and Air Protection), all the participants have agreed to the following criteria:

  • Guidelines/Best Management Practices (BMPs) are in place
  • Adverse effects on habitat (fish, wildlife, etc.) are unlikely
  • Adverse effects (environmental and related economic/social) are unlikely
  • Little public interest
  • Listed Track 1 project
 

2008 Project List

1. 2008-01-B001 – Gemz Holdings (VFPA) DNV - GEMZ is proposing to re-construct a residential moorage facility.  The work proposed will entail the removal of existing decking on the pier to be replaced with new 2X6 decking and handrails, as well as installation of a 45' ramp and replacement of the existing float to be secured by the installation of two steel piles as per the engineering design of IP Consulting. The VFPA anticipates releasing the Schedule of Environmental Conditions on January 17, 2007.

2. 2008-01-B002 – Lafarge (VFPA) CNV - Lafarge is proposing to install two new single pile steel berthing dolphins at its North Vancouver Depot (at the McKeen and Wilson site immediately west of the Fibreco terminal in North Vancouver).  The VFPA is proposing to release the attached schedule of environmental conditions on January 15, 2008 subject to BERC comments.

3. 2008-02-B003 – Neptune Bulk Terminals (Canada) Ltd. (VFPA) CNV – Application for proposed maintenance dredging at berths 1, 2, and 3.  The dredging required will be a maximum of 6000 cubic metres of sediments.  VFPA letter to be sent out on Feb. 25/08 pending BERC’s comments

4. 2008-03-B004 – City of Port Moody (VFPA) PM - The City of Port Moody is planning to increase short term moorage space at the boat launch, because people using the facility now have further to go to the parking lot (i.e., it now takes longer to launch and park, so boat residence time is longer).  The proposal calls for 4 new floats, each 8' x 40', but only two will be installed immediately.  The other two are to be installed later, after the next dredging occasion.  This schedule is valid only for the immediately proposed works. VFPA to release the schedule on Friday, March 7, 2008 subject to BERC comments.

5. 2008-03-B005 – Viterra (VFPA) Vcr - The Viterra grain terminal intends to demolish and replace a valve house that is located on a remnant of the terminal's timber wharf.  It also intends to demolish the wharf remnant under the valve house, and to pull some loose piles adjacent to the larger, unused wharf remnant to the east (this will also be demolished in the near future).  The VFPA intends to release the attached schedule of environmental conditions on March 10, 2008 subject to BERC comments.

6. 2008-03-B006 - Metro Vancouver Belcarra Park (VFPA) Belcarra – Application for repairs to the Belcarra Park. We propose to release the attached schedule of environmental conditions on Wednesday, March 12, 2008 subject to BERC comments.

7. 2008-04-B007 – Brian and Mary Yuzwa (VFPA) PM – Application at  852 Alderside Rd., Port Moody, BC. The Yuzwa's are proposing re-construct a residential moorage facility. The work proposed will entail the entire removal of an elongated floating pier, float, and associated piles, and reconstruction of that pier, the installation of an aluminum ramp and a float as per the engineering design of Blue Water Systems Ltd. The VPA anticipates to release the Schedule of Environmental Conditions on April 10, 2008.

8. 2008-04-B008 – Harper’s Island Film Co (VFPA) Vcr – A proposal from a film company (Harper's Island) to film two effects (a boat explosion in Deep Cove) and a "blood" trail in the water (in Coal Harbour) within Burrard Inlet, within the next few days (the "blood" effect is scheduled to go on Saturday, April 5).  VFPA proposed to release the schedule of environmental conditions on April 4, 2008 if the BERC member agencies can undertake to look at this submission by then.

9. 2008-04-B009 - Cathy Blaney (VFPA), DNV. Application for a residential moorage licence as well as proposing to construct a residential moorage facility. The work proposed will entail the construction of a new elevated pier on steel piles, the installation of an aluminum ramp, and an anchored float as per the engineering design of Blue Water Systems Ltd. A biophysical assessment of the intertidal and subtidal foreshore by Coast River Environmental Services Ltd. found no indicators of eelgrass or bull kelp presence.

10. 2008-04-B010 – 752085 B.C Ltd (owned by Bruce & Anne Strebingers (VFPA) DNV - wish to install a geothermal ocean loop under their existing moorage facility in the District of North Vancouver. 

11. 2008-05-B011 Neptune Bulk Terminals (VFPA) CNV:  Requesting authorization from VFPA to proceed with routine repairs to our Berth 2 service trestle.

12. 2008-05-B012 – (VFPA)  CNV - Michael Logan (property owner) of Lot C Blocks 23 and 24 district lot 2048 Plan 6035  is applying for a residential moorage licence and proposing to construct a float, gangway, and deck extending out from his property.
