BIEAP FREMP MANAGER/PROJECT REVIEW COORDINATOR POSITION

Roles: 
Manage BIEAP and FREMP activities            Coordinate the review of projects through the Burrard Environmental Review Committee (BERC) and FREMP Environmental Review Committee (ERC)

Reports to:                
BIEAP-FREMP Management Committee

Committee Responsibilities:

Goals:
As Manager:

  • Provide support for the management of BIEAP-FREMP partnership.
  • Facilitate the coordination of Partner programs to achieve BIEAP-FREMP objectives 
  • Coordinate the implementation of the actions included in the Memoranda of Understanding.
  • Manage the BIEAP-FREMP office and staff.
  • Promote BIEAP and FREMP to Partners, Agencies and other Stakeholders
  • Develop communication and public relations strategy

As Project Review Coordinator:

  • Facilitate the BERC and FREMP ERC committees
  • Timely review of projects
  • Transparent process
  • Friendly and efficient customer service with lead agencies, review agencies, proponents and the public

Accountabilities:

Annual Work Plans and Financial Management

    • Arrange annual Notice to Reader and/or financial review engagement of program activities.
    • Prepare an annual update of the five-year business plan for the Programs.
    • Prepare an annual work plan and budget for BIEAP-FREMP activities.
    • Monitor expenditures and report financial position to Management Committee quarterly.
    • Prepare and administer contracts under the direction of Management Committee.
  • Supervisory
    • Direct and supervise the A/Policy Coordinator and the Administrative Assistant as required.
    • Maintain personnel records.
    • Maintain a system for evaluating employee performance review.

Program Representation

    • Represent BIEAP and FREMP at meetings and public events.
    • Represent BIEAP and FREMP on task groups and stakeholder meeting as required (i.e. Metro Vancouver Technical Advisory Committee (TAC))
    • Make presentations and facilitate the Partner program objectives with other agencies as required.
    • Act as the point of contact for public enquiries, including those about the project review process and projects currently under review.
  • BERC and FREMP ERC Business
    • Act as point of contact for review process and provide advice to proponents concerning the application process.
    • Schedule pre-application meetings.
    • Screen applications for completeness and distribute to reviewers.
    • Draft responses as appropriate.
    • Prepare agendas for weekly review meetings.
    • Facilitate review meetings.
    • Prepare minutes of weekly review meetings.
    • Track progress on reviews
    • Finalize written responses.
    • Maintain project review files.
  • Reporting
  • Prepare an annual progress report for the Management Committee.
  • Oversee and prepare the BIEAP-FREMP Annual Report
  • Maintain home page referral log and BIEAP-FREMP website.
  • Prepare periodic reports to BIEAP-FREMP Management Committee concerning issues arising from the project review process.
  • Prepare monthly and annual project review activity reports to BIEAP-FREMP Management Committee.
